!   where n1 = length of grace period for this entity (in minutes)
!         n2 = start of exemption period for this entity (hour of day)
!         n3 = end of exemption period for this entity (hour of day)
!         xxx...x = name of entity being exempted. If the entity contains
!                   the characters ".EXE" then it is assumed to represent
!                   an image name. If it contains a ":", then it is
!                   assumed to be a terminal. Otherwise, it is assumed
!                   to be a username.
