In addtion, the paper as printed in the Symposium Proceedings, is available in
PAPER.DOC in this directory.  This is a DECwrite document; PAPER.PS is a
postscript file for printing on a postscript laser printer.  Even if you don't
have DECwrite or a postscript printer, you can TYPE the PAPER.DOC file and get
plain text on your screen (less all the fancy formatting etc).
